NEARBY STAR CENSUS 2000: Who are your neighbors (and how much do they weigh)?

In the spirit of the decadal censuses carried out in the United States for two centuries, the population and character of the nearest stars will be discussed.  Techniques now being used to discover nearby stars will be outlined, as well as focused efforts to determine the masses of the lowest mass stars and brown dwarfs.
